As Germany's election campaign gathers pace ahead of the September 24 vote, Chancellor Angela Merkel's government is increasing pressure on social networks to curb the spread of fake news and malicious posts.

A survey by the justice ministry's youth protection agency, released on Tuesday, found that YouTube was able to remove around 90 percent of illegal postings within a week, while Facebook deleted or blocked just 39 percent of content deemed criminal under the law and Twitter only 1 percent. The company would be responsible...

"The biggest problem is that the networks do not take the complaints of their own users seriously enough", he said, adding that it will increase pressure on the companies to get results.

The individual could personally be fined up to €5m (£4.4m) if the company doesn't meet the standards.

Mr Maas said the measures, which will be part of a bill to be put before the Bundestag, would not restrict freedom of speech and that there were no plans to create a truth commission against "fake news".

Mr Maas said the law could apply to fake news articles if they proved to be slanderous, defamatory or libellous.

According to Bloomberg, social networks will be required to delete or block "obviously illegal" material within 24 hours after it has been flagged, with a seven-day window for other illegal content. Germany has set a target of 70% of content being deleted within one day.

Facebook has about 29 million users in Germany, and has previously said it will work with independent fact checkers in the country to identify fake news and tag such stories with a warning.

"By the end of the year over 700 people will be working on content review for Facebook in Berlin".

The new draft rules turn these into legal obligations to delete or remove illegal content, to report regularly on the volume of filed complaints and they also demand that sites make it easier for users to complain about offensive content.
