President Donald Trump, whose strong Election Day showing in GOP regions makes him the party's ultimate Capitol Hill vote wrangler, discussed the legislation by phone with the House's two top Republicans.

And it would preempt local anti-discrimination laws meant to allow transgender residents to use public bathrooms that match their gender identity.

Individuals who violate the measure will not face any criminal charges for using an opposite-sex bathroom. Lois Kolkhorst, R-Brenham, said SB 6 intends to protect women's rights to privacy in intimate facilities such as bathrooms and locker rooms. The report said that the bill's changes would result in federal subsidies that would fall to half their current size in a decade and that older, lower-earning people would be hit especially hard.

Prior to the vote, Lt. Gov. Dan Patrick - the bill's leading advocate - said during a radio interview that Straus appears to be ignoring the will of Texas voters.

Supporters say the bill would reinforce the existing rule of law and provide consistency among the state's law enforcement agencies.

Of an estimated 125,000 transgender Texans, only about 500 have changed the sex listed on their birth certificates, Garcia said. The bill would apply to public buildings such as schools, public colleges and government buildings.

The 21-10 final vote on Wednesday came over opposition from big business, the National Football League and hundreds of people who packed the Texas Capitol last week during 13 hours of public testimony. "If you're breaking the law, you lose those protections". Other cities are also reporting similar losses.

The Texas Association of Business released an open letter Tuesday, revising the negative economic impact this bill would have.

A bill that would bar Georgia's private colleges from becoming sanctuary campuses passed a key Senate panel Monday. "TAB remains committed to fighting and defending the Texas economy against bills that discriminate and run counter to Texas values", Wallace said. "They have their agenda, we have ours", Straus said.

Some opponents of the measure not only brought up dangers to transgender people but warned that Texas could suffer a loss of business like that experienced by North Carolina because of its anti-LGBT House Bill 2, which contains similar restroom provisions.

If the Senate and House cannot agree on HB 520, a conference committee made up of representatives from both chambers could be asked to iron out their differences. But that vote, which will probably happen on Wednesday, will likely go along the same, mostly partisan lines - 21 for, 10 against.
