Flint Water Deal To Pay $87 Million To Replace Pipelines 03:41

Craig Ferguson | 04 April, 2017, 05:02

A requirement that the state allocates $87 million to pay for the replacement of lead and galvanized water service lines - at least $47 million of which must come from sources other than those approved by Congress and President Barack Obama past year.

A federal judge at the U.S. District Court for Michigan's eastern district approved the agreement Tuesday.

The state of MI will provide Flint up to $87 million to upgrade water pipes and set up water bottle distribution centers so that residents can have clean drinking water under the terms of the settlement proposed on Monday. "This agreement assures us that the city will receive the additional funds needed, over and above the $100 million from the federal government, to get the job done".

In addition to paying to rip up and replace miles of old water lines, MI and Flint agreed to pay nearly $1 million to the plaintiffs. They also accused the federal Environmental Protection Agency (EPA) of failing to warn them of the dangers of the toxic water or to take steps to ensure that state and local authorities were addressing the crisis.

"Flint has actually been meeting all federal water safety standards for at least 6 months, and in similar situations, residents of other cities in the U.S. are routinely told that their water is "safe" to drink, even without filtration", Dr. Edwards tells The Christian Science Monitor via email. As a result of the switch, lead began seeping into the city's water supply. The catastrophe exposed thousands of children to high levels of lead, which can cause long-term physical damage and mental impairment, and water contamination also has been linked to the deaths of a dozen people from Legionnaires' disease.

The Michigan Department of Environmental Quality has acknowledged a mistake in failing to require the use of corrosion control chemicals as part of the treatment process. MI will also expand Community Outreach and Resident Education programs in order to provide education, installation, and expansion of water filters.

The city switched back to the Detroit water system ― which draws from Lake Huron ― in 2015, and has already started replacing pipes, though at a slow pace. In November, Lawson ordered the state to deliver bottled water to residents who have trouble with filters, although the state said that remedy would be extremely hard to meet.

Another $20 million will come from state matching funds.

The agreement includes state monitoring of homes where it has replaced service lines.
