The Senate inserted its own version of West Virginia's general fund budget for 2018 into the House budget bill during the closing minutes of the State Legislature on Saturday night, and now must wait for the House to respond today.

"What happened to them with knowledge of this wasn't fair", Carmichael said.

West Virginia's Senate on Wednesday advanced a budget that would cut about $160 million of state spending, including a 15 percent cut in support for West Virginia University.

Shortly after, Senate President Mitch Carmichael, R-Jackson, who was leaving House chambers, said, "We have the framework for an agreement, but parts of it are fraying".

"I haven't had time to analyze the amendments nor what it really does to the bill", Rucker said on Tuesday.

"Nobody's happy about that", Carmichael said of possible use of Rainy Day funds.

The announcement of the veto of Senate Bill 437 was made in Independence Hall. The first bracket begins January 1, 2018 and calls for taking personal income tax down 20 percent of its current rate.

According to Justice, the tentative deal would have increased the state gasoline tax by 4.5 cents a gallon and started his proposed road reconstruction program aimed at creating thousands of jobs.

"The momentum changed and all of a sudden, there became real hope and real optimism", Justice said.

Nelson said that whatever Justice has proposed in his compromise, it wasn't communicated with the House. It also didn't make cuts to higher education or to secondary school education, while providing a pay raise for teachers.

It cuts $1 million from public broadcasting and doesn't assume any tax increases, he said. Justice said the basis of the right to work legislation was being adjudicated in Kanawha County.

At midnight we are "getting this shoved down our throats", he said.

Simon noted that West Virginia is the third state in a row to pass a medicinal cannabis bill through a Republican-controlled state legislature.

"We have a budget that they have agreed to put together as a placeholder, but it is a symbolic exercise".

Both bills passed by small margins after much debate.
