British Foreign Secretary Boris Johnson meanwhile called for Moscow to stop its support for Syrian President Bashar al-Assad.

Yet the USA has sent mixed messages about what it wants in the short term; it's not even clear whether Washington intends to help oust Assad. In the absence of answers, other countries seem to be moving ahead on their own terms.

The Nazis killed more than 500 civilians in the village in 1944.

"Crucially, they could do so again", Johnson said. As he laid a wreath, he alluded to the Syria chemical attack.

The U.S. will stand up against anyone who commits crimes against humanity, Secretary of State Rex Tillerson said on Monday, less than a week after Washington launched missile strikes in response to an alleged Syrian chemical attack.

She acknowledged the confusion in the wake of the strike, and suggested the ambiguity is intentional: "We're going to keep all of our thoughts and plans close to the chest". His young administration has generally downplayed human rights concerns while promoting an "America First" strategy de-emphasizing the concerns of foreign nations. Trump has performed an about turn on Syria with the president believing a political solution is impossible if Assad remains in power.

Russian President Vladimir Putin spoke on the phone with Iranian President Hassan Rouhani Sunday, where both leaders agreed on the "inadmissibility" of USA action against a sovereign state.

Haley said that the Trump administration's view was that a political solution would not happen with Assad in power, though she stopped short of saying Assad's departure was now official USA policy.

A U.S. military official told CNN the Pentagon was examining specifically whether a Russian warplane had bombed a hospital in Khan Sheikhoun five hours after the initial chemical attack, with the aim of destroying evidence.

The U.S.is hinting that its true long-term goal in striking the airfield was to send a political message - that long-term peace in Syria will require changes in government, and the countries backing Assad should stop keeping him in place. Then Trump, the day after the assault, said his thinking about Assad had changed. Just over a week ago, top administration officials were signaling that removing Assad is no longer a US priority.

Yet after Trump's retaliatory strike, the position became less clear.

Until Monday, U.S. officials had said they weren't sure whether Russian Federation or Syria operated the drone. US officials say the chemical weapons were stored there and that those elements add to the conclusion that Russian Federation was complicit in the attack.

At the White House, spokesman Sean Spicer insisted that Trump wouldn't box himself in by disclosing his actions in advance.

"When you watch babies and children being gassed, and suffer under barrel bombs, you are instantaneously moved to action".

"Nothing has changed in our posture", the White House said in a statement.

The Trump administration is hoping that after defeating the Islamic State group in Syria, it can restore stability by securing local cease-fires between Assad's government and opposition groups that allow local leaders who have fled to return and by restoring basic services. They say that entails negotiating cease-fires between Assad's government and rebels, who have been fighting both IS and Assad. The next step would be to use United Nations talks to negotiate a political transition that could include Assad leaving power.
