The EPA regulations on chemical plants came to fruition following an Obama-era executive order signed in 2013 to revisit those regulations following the West Texas accident.

Pruitt responded Wednesday, saying he would delay compliance with the rule while EPA reconsiders the restrictions.

"Some of our nation's largest job producers have objected to this rule, saying the requirements set by the Obama administration are not economically or technologically feasible within the proscribed timeframe".

And yesterday, Scott Pruitt traveled to western Pennsylvania to describe his regressive vision for the EPA at a coal mine. His legal attacks prompted almost 800 EPA employees to urge Senate members to block his confirmation, arguing that he had "shown no interest" in enforcing the environmental laws and principles that underpin the agency's objective.

The EPA said in legal filings it withheld records to protect confidential business information. The next day, the EPA's scientific integrity office said it was reviewing whether Pruitt violated agency policies when he publicly questioned the role of carbon pollution in climate change. She said there is regulatory duplication between the federal government and states that can be streamlined to relieve the burden on the energy industry.

... That rule was also expected to force more coal plants to prematurely shut down.

PennFuture, a statewide organization touting environmental issues, blasted Pruitt's visit, claiming he is working to dismantle the agency he leads. That includes the controversial Lead: Renovation, Repair and Painting Rule (RRP), which has been deeply unpopular among door and window installers since it went into effect in April 2010. The rule requires coal plants to install new equipment to curb pollution from wastewater streams. UWAG and others argued the rule violated the Clean Water Act and Administrative Procedures Act. Holding polluting companies like Consol accountable takes significant resources.

"If Administrator Pruitt cares about the coalfields, he would help rebuild our local economy for the long term, as programs in the Clean Power Plan would have done", Coalfield Justice Executive Director Veronica Coptis said.
