Tillerson said Syria was able to execute the attack, which killed scores of people, because Moscow had failed to carry out a 2013 agreement to secure and destroy chemical weapons in Syria.

Mr Johnson defended his decision to pull out of talks with his Russian counterpart Sergey Lavrov, saying it was important that Mr Tillerson had the "clearest possible mandate" when he went to Moscow to deliver the response of the G7.

Kaine said that the US should help Syria with humanitarian aid, rather than prioritizing ousting Assad or entering into a war with Syria and possibly its allies.

"It's very hard to understand how a political solution could result from the continuation from the Assad regime", McMaster said on "Fox News Sunday".

Referring to Secretary of State Rex Tillerson who remarked "the longer-term status of President Assad will be decided by the Syrian people", McCain (R-Ariz.) said that may have given the Syrian dictator the idea that America was taking a hands-off approach.

British Foreign Secretary Boris Johnson will call for new sanctions on Russian Federation if it does not cut ties with Syrian President Bashar al-Assad following an escalation of the conflict in Syria, the Times reported Monday.

Russian President Vladimir Putin and Iran's Hassan Rouhani said in a phone call that aggressive United States actions against Syria were not permissible and violated worldwide law, the Kremlin said.

Earlier on Sunday, Mr Trump's national security adviser Herbert HR McMaster said defeating IS and removing the Syrian president were the country's dual goals.

Haley said "getting Assad out is not the only priority" and that countering Iran's influence in Syria was another. "Assad signed the chemical weapons treaty ban".

McMaster spoke on "Fox News Sunday", Tillerson appeared on ABC's "This Week" and CBS' "Face the Nation", and Haley was on NBC's "Meet the Press" and CNN's "State of the Union".

"I think the president has authorization to use force", he said.
