The high court in Pretoria on Thursday gave President Jacob Zuma one week to say why he fired his finance and deputy finance minsters in late March - and so gave Zuma an unenviable choice: admit he used an irregular (and possibly illegal) "intelligence report" in making that decision, or admit he lied to alliance partners about his reasons.

Reacting to the ruling, ANC national spokesperson Zizi Kodwa said: "This judgment signifies unfettered encroachment of the judiciary into the realm of the executive - pandering to the whims of the opposition who want to co-govern with the popularly elected government through the courts".

The president defended his actions saying he was exercising his prerogative to hire and fire ministers in terms of section 91 (2) of the Constitution which also protects from giving reasons for his actions.

The ANC says the court ruling amounts to opposition parties using the judiciary to police political decisions and sets a very worrisome precedent.

ANC deputy president Cyril Ramaphosa, and party officials Jackson Mthembu and Zweli Mkhize, have said publicly that the president had referred to an intelligence report that implicated Mr Gordhan in a regime change plot as the basis for his decision.

In court papers, Zuma said the DA's urgent application to have reasons for the recent Cabinet reshuffle divulged was misconceived and without merit.

The ruling African National Congress (ANC) has called on Zuma to appeal against the court ruling.

The presidency was not immediately available to comment.

This was demonstrated by ratings agency S&P Global and Fitch downgrading of SA to junk status.

In a bid to reassure markets, Zuma has said that he expected the addition of several younger ministers would add energy to his cabinet. It's a legitimate legal process and I'm sure there are going to be further steps in the process, so let's wait and see", he said on the sidelines of the opening of an exhibition titled "Promises and Lies: "The ANC, Exile and the Project of Freedom".
