Studies show that companies involved in apprenticeship programs improve workforce recruitment, see reduced turnover and increase employee productivity.

One controversial aspect of the executive order is the fact that Trump does not require apprenticeship programs to be registered with the DOL, which now sets program parameters and certifies them to make sure they're in compliance and provide quality training and education. If you're really interested in promoting apprenticeships we have to invest in that skills training.

The executive order addressed that concern by calling for "guidelines or requirements that third parties should or must follow to ensure that apprenticeship programs they recognize meet quality standards". Tax breaks might do little to expand the number of apprenticeships, since the major barriers involve the upfront costs of starting an apprenticeship program that helps groups of smaller employers and the community colleges often involved in apprenticeship programs.

Eric Haban of LDI Industries in Manitowoc started as a youth apprentice and said it "gave me a jump start to get into a field that I had no prior experience in".

According to local experts, apprenticeships lead to all-but guaranteed job placement.

He said that he has been pushing for decades to get these training opportunities extended into high schools, the way they are in countries like Germany and Switzerland, but that his efforts have been roundly defeated by those concerned that job-skills programs limit certain students' options.

Federally funded apprenticeship programs now have to receive certification from the Labor Department and the executive order allows companies to essentially monitor themselves.

The president toured a classroom full of tool-and-die machines that simulated a factory floor, accompanied by Wisconsin Gov. Scott Walker.

Trump's executive order also requires all federal agencies that participate in apprenticeship programs or workforce training to examine whether their efforts are duplicative or could be combined with other programs to greater effect.
