After the recent news that the United States was pulling out of the climate agreement, a movement appeared called "We Are Still In", led by regional and city leaders to show their disagreement with the decision to leave the Paris Agreement.
"Today we're sending a clear message to the world that America's states, cities and businesses are moving forward with our country's commitments under the Paris Agreement - with or without Washington", Brown said in a statement.
Under former President Barack Obama, the country committed to reducing greenhouse gas emissions 26 to 28 percent below 2005 levels by 2025.
The United Nations' chief, António Guterres, said in a statement the plan to assess how USA cities, states and others are contributing to slashing global greenhouse gas emissions was "welcome".
Since Trump announced the United States would withdraw from the Paris agreement, many states, cities, businesses and universities have joined together to show their support by signing an open letter declaring "We Are Still In" and forming coalitions like Climate Mayors and the U.S. Climate Alliance.
Over the past few days, U.S. federal states and other USA and global non-state actors announced a number of climate initiatives that aim to reduce greenhouse gas (GHG) emissions in line with the Paris Agreement on climate change, and for an accelerated transition to 100% renewables. Through the America's Pledge initiative, Brown and Bloomberg will work to demonstrate continued climate leadership across USA society, and that subnational action can significantly reduce US greenhouse gas emissions at a time of limited federal leadership.

Almost 300 mayors, representing 60 million Americans, have also committed to adopt, honor, and uphold the Paris Climate Agreement by becoming Climate Mayors.
The announcement comes as California's Democratic governor leads efforts to push back against President Trump's decision to withdraw from the Paris climate agreement, a 2015 deal made among almost 200 nations that committed each country to lowering greenhouse gas emissions.
Finally, the America's Pledge will present a game plan for raising the bar and expanding the map when it comes to non-Party actors driving down US emissions. President Macron has been critical of Trump's approach to climate change.
Brown, a Democrat, and Bloomberg, a Republican-turned Independent, have both played an outsized role on the world stage when it comes to fighting global warming.
Also backing the initiative was California Governor Jerry Brown, who separately yesterday sought to drum up support for a new state-wide package of legislation aimed at tackling local air pollution and strengthening its Emissions Trading Scheme (ETS). "The effort to aggregate and quantify the actions of subnational authorities and non-Party stakeholders in the United States via "America's Pledge" is welcome".
