European Union has expanded blacklist under one of its three sets of sanctions over Russia's encroachments against Ukraine.

Siemens said last month it was scaling back its Russian operations after finding out that the four turbines had been "illegally" modified and moved to Crimea, which Russia annexed in March 2014.

"Brussels" decision to add some Russian officials and companies to the European Union sanctions list in response to allegedly "illegal' supply of Siemens-produced gas turbines to Crimea is disconcerting", the statement says.

"The decision of Brussels to include a number of Russian officials and companies as a retaliatory measure for alleged illegitimate supply of Siemens gas turbines to Crimea prompts deep regret", according to a statement by the Russian Foreign Ministry. The plants have been partially built, but have been created to operate with gas turbines made by a Siemens subsidiary.
