While there's no evidence that the Trump administration is willing to engage constructively with the WTO, Bown recommends the United States and China resolving their trade disputes through the Geneva-based global trade body.

United States President Donald Trump will call tomorrow for his chief trade adviser to investigate China's intellectual property (IP) practices, website Politico reported, citing an unnamed administration official. But Trump also told Xi about the move toward a possible inquiry into China's trade practices, according to two USA officials familiar with that conversation.

Should an investigation find wrongdoing, Trump could impose tariffs against Chinese imports, which would mark a significant escalation in his efforts to reshape the trade relationship between the world's two largest economies.

If Trump announces the investigation, it would come at a time Trump and members of his administration have called on China to do more to rein in North Korea amid recent intercontinental ballistic missile tests.

Mr Trump has suggested he would go easier on China if it were more forceful in getting North Korea to rein in its nuclear weapons programme. "An important question going forward will be whether USA companies and trade associations who have highlighted the problem will actually come forward and assist our government in the investigation or whether they will hide the facts, fearful that our government won't follow through, that the Chinese will retaliate against their interests or that they'll have to admit what's happened to their critical assets". Pyongyang this week threatened to fire missiles near the USA territory of Guam during an exchange of bellicose rhetoric with Trump.

Trump plans to direct U.S. Trade Representative Robert Lighthizer to launch an investigation into Chinese violations of the U.S. trade, including forced intellectual property transfers and patent thefts, CNN quoted senior administration officials as saying.

Gordon Sun (孫明德), director of the Economic Forecasting Center under the Taiwan Institute of Economic Research, warned that if the USA eventually imposes trade sanctions against China, "Taiwan should not take pleasure in (China's) misfortune".

He further said American officials should be aware that the legislation was just the first step against anti-Iran measures. The bill still needs to pass a second vote before it is delivered to a clerical body for review and passage into law.

He said Nawaz Sharif fulfilled his promises and met electricity and gas needs of the country and brought peace to Pakistan. He said until the mandate of the people was respected, Pakistan couldn't make progress.

Trump, in the past, has tied trade policy to national security. They said that US companies had long suffered because of Chinese intellectual-property violations, and that they expected Congress and the business community to support the measure. "The results are there for all to see".

"It's not going to continue like that", Trump said from his golf club in Bedminster, N.J.

Trump fueled the impression that how hard he pressures Beijing on trade depends on its cooperation on the North Korea question.
"They know how I feel", he told reporters on Thursday.

Sun said there were two kinds of Taiwanese products that could be hurt by possible trade sanctions, the most obvious being goods assembled in China before they are shipped to the U.S.

"A decision to trigger Section 301 today is problematic because it would provide additional fuel to the already simmering argument that the Trump administration is undoing the American commitment to rules-based trade and decades of work to establish worldwide cooperation", he said.

The administration has been eyeing other moves to rebalance the U.S.

The United States has previously complained at the WTO about Chinese trade policies, including its "Made in China 2025" initiative, which seeks to have Chinese-made materials account for 70 percent of manufacturing inputs within the next eight years.
