Zahoor Watali is now questioned by the NIA regarding his dubious financial transaction details and property-related records.

Watali was also accused of travelling on an invalid passport "despite having full knowledge of its being invalid/cancelled". A case was registered but investigation was stopped after the High Court stayed it.

The NIA said instead of surrendering the cancelled passport, he travelled overseas using it in March a year ago in violation of the law. A case had been registered against him but proceedings are in abeyance as per the orders of the J&K High Court, the statement said.

The investigating agency first conducted raids in Kashmir, Delhi, and Haryana in June in its search for evidences of separatist leaders and businessmen receiving funds from Hafiz Saeed, who heads Lashkar front Jamaat-ud-Dawa charity and other Pakistan-based militant outfits. It had also alleged that the accused were involved in creating unrest by way of anti-India demonstrations and bandhs.
