Wallabies coach Michael Cheika has defended the rights of his star fullback Israel Folau to speak out against same-sex marriage saying the team respects each other's right to an opinion.

Australians will have a verdict on same-sex marriage by mid-November after the High Court threw out a legal challenge to the Turnbull government's postal survey and ruled it can proceed.

The ABS will not count any votes received after 6pm on November 7, and will announce the survey result on November 15.

Government officials say the mail-in poll will cost about 97 million US dollars.

Dan Nolan, a self-described "internet idiot", sparked national outrage on Wednesday when he threatened to read, and subsequently trash, people's private votes by shining a torch through sealed envelopes.

The postal survey will only ask a single question and that question can only be answered with a "Yes" or a "No".
