"Refugees and non-refugees should no longer have any security concerns", he said.

"We will not have our immigration programme, our sovereignty, our borders outsourced to people smugglers", he said.

New Zealand's Labor Prime Minister Jacinda Ardern is expected to urge her center-right Australian counterpart, Malcolm Turnbull, to let her country accept some of the refugees held on Manus Island and another Australian-run migrant camp on Nauru.

Mr Turnbull said Australia would remain focused on a refugee resettlement deal made with the United States.

New Zealand citizens are typically allowed to work and live in Australia, a pathway that Australia fears could be used by the refugees to move to Australia.

Fronting the media at Kirribilli House on Sunday, Mr Turnbull didn't shut the door on the offer from Ms Ardern to resettle the refugees, saying they had engaged in "strong talks".

Boochani said the New Zealand offer was "our best chance".

So far, 54 refugees have been resettled in the US. "We r dying", he said on Twitter.
