It is not clear what has changed, and the Syrian delegate who spoke Tuesday did not offer an explanation for the government's decision. President Trump announced in June that the USA would withdraw from the deal. He described the U.S.as "left in the dust behind industrial giants, third-world developing countries, and everyone in between".
"With Syria's decision, the relentless commitment of the global community to deliver on Paris is more evident than ever", said Paula Caballero, director of the climate change program at the World Resources Institute. And while Syria was not present for the initial climate negotiations, the country's Deputy Minister of Local Administration and Environment, M. Wadah Katmawi, said that it too will now ratify the accord, during a meeting at the start of the COP23climate change conference in Bonn, Germany.
An invitation will soon be sent to invite the United States "at a diplomatic level", the official said. Nor that Canada won't meet its 2020 or 2030 United Nations greenhouse gas reduction targets unless it buys billions of dollars worth of useless carbon offsets on fraud-ridden global carbon markets.
"We are joining with our partners from every part of the world to do what needs to be done to prevent irreversible climate change", he said.
The summit aims at promoting green projects and providing new funding sources, a few weeks after separate talks that are now being held at a global climate conference in Bonn, Germany.

Nauert said that the department's under secretary for political affairs, Tom Shannon, would lead a U.S. delegation to the Bonn talks next week but that Trump's decision would stand.
"As the president previously stated, the United States is withdrawing unless we can re-enter on terms that are more favorable for our country", it read.
The Bonn talks center on creating worldwide guidelines for implementing the Paris agreement, and includes two different American delegations, one from the administration and one from the "We Are Still In" coalition founded by former New York Mayor Michael Bloomberg and California Gov.
If the Trump administration follows through with its threat, the US withdrawal would take effect in November 2020.
